Fry the onions in hot oil until brown, add the mutton and pastes and stir-fry 5 minutes. Add the mix, potatoes and yogurt and stir-fry 5 minutes on medium heat. Add 4 cups of water and cook covered on low heat until the meat and potatoes are done. Add the tomatoes, lemon juice and green chilies and cook on low heat 5 to 7 minutes, then remove from the heat. Boil the rice in 12 to 13 cups of water until three-quarters cooked and drain. Spread half the rice in a pot, pour the mutton curry over it, top with the remaining rice, cover and simmer on low heat 10 to 15 minutes. Mix before serving hot with salad and raita.
